Corrected Iris values when using /i encoders

Fixed incorrect notification of CamBar Offset needing to be completed 

Fixed issue where incorrect points were added to tracking configs when changing state

The CamBar "sync" option has been temporarily moved to a new "experimental" section of the settings as some hardware instabilities have been identified when operating with a genlock sync connected to the CamBar
